Health and Human Services Appropriations. On 24 July, the House of Representatives approved H.R. 3293, the FY 2010 House Labor, Health and Human Services and Education Appropriations bill.
On 30 July, the Senate Appropriations Committee on Labor, Health and Human Services and Education reported its version of the FY 2010 funding bill. The House bill provides $30.966 billion for the National Institutes of Health (NIH), $942 million over FY 2009, and $500 million over the President's request. The House funding level includes a $500 million transfer to NIH from funds authorized for Project Bioshield. The Senate Committee bill recommends $30.758 billion for NIH, an increase of $442 million over FY 2009. The House proposes $6.682 billion for the Centers for Disease Control and Prevention (CDC) and the Senate proposes $6.829 in its version of the legislation. Funding for Infectious Diseases at CDC is proposed at $2.030 billion in the House bill and $1.978 billion in the Senate.
Commerce, Justice, Science Appropriations. On 18 June, the House of Representatives approved H.R. 2847, the FY 2010 Commerce, Justice and Science Appropriations bill. On 25 June, the Senate Appropriations Committee on Commerce, Justice and Science reported its version of the bill. The House bill funds the National Science Foundation (NSF) at $6.937 billion, a 7% increase over FY 2009 but $109 million less than the budget request. The Senate bill proposes $6.917 billion for NSF, $426 million above the FY 2009 enacted level. The Senate bill is approximately $92 million less than the House bill for NSF research activities.
Agriculture and Related Agencies Appropriations. On 9 July, the House of Representatives approved H.R. 2997, the FY 2010 Agriculture and Related Agencies Appropriations bill. The bill provides $2.35 billion for the Food and Drug Administration (FDA), approximately $300 million over FY 2009. The Senate version of the funding bill (S.1406) approved on 4 August provides $2.34 billion for the FDA. The House version approved $210 million for the Agriculture and Food Research Initiative (AFRI) and $1.2 billion for the Agriculture Research Service (ARS). The Senate version proposes $297 million for AFRI and $1.2 billion for ARS.
Department of Energy Appropriations. On 17 July, the House of Representatives approved H.R. 3183, the FY 2010 Energy and Water Appropriations bill. The House provided $4.943 billion for the Office of Science, $1.675 billion for basic energy sciences, and $597 for Biological and Environmental Research (BER). The Senate Energy and Water Appropriations bill (S. 1436) was approved on 29 July and provides $4.898 billion for the Office of Science, $1.653 billion for basic energy sciences, and $604 million for BER.
